The Stars Program is an invite-only program designed for top developers who want to grow and expand the license of their intellectual property (IP) related to their Roblox experiences to Roblox. Developers in the program will be eligible for consideration in merchandising and promotional opportunities including but not limited to;
Opportunities for toys based on games, books, board games, apparel and more!
- Create merchandise based on game IP (Shirts/Hoodies/Phone Cases)
- Ability to direct from Social Links on the experiences page, to the Amazon Store
- Consideration for opportunities with Roblox and various partners (Microsoft, Prime Gaming, Google play store and more)
- Opportunities to be featured on Roblox gamecards
- Various marketing opportunities
When developers opt-in for this program for a 1-year term, which auto-renews, they are providing Roblox an exclusive right to their IP for a rolling five-year term. (If a developer leaves the program, Roblox will retain exclusivity for only the categories that were used for their experiences tied to products, and not all categories.) This enables Roblox to negotiate major promotional opportunities with long timelines related to production and sales. This potentially results in additional revenue and brand awareness for Roblox developers.
Developers on Roblox own their intellectual property (IP). For Roblox to pursue any promotional opportunities, such as toys, we need to be granted the ability to represent developers’ IP. The Stars program is designed for just that: granting Roblox an exclusive worldwide license for use of developers’ username, avatar, and any user-generated content they choose to include. Developers can include the properties they’d like to share and hold the ones they don’t. When Roblox looks to create any new promotional opportunity, we will pull content exclusively from our Stars participant list.
Selected experiences will receive royalties from a 50% pool resulting from the money received by Roblox of anything sold using Stars program IP. So if we make a toy based on your toy, then you will receive 50% of what we receive from the toy manufacturer (and if the toy is based on multiple experiences, then the 50% will be divided among the participants). The 50% cut that Roblox takes from royalties is used to cover the costs of administering the Stars program.
Developers in the Amazon Merch program earn 100% of the revenue from each sale – after Amazon takes its share. Amazon Merch also has potential for major retailer distribution (In that case, developers earn 50% of revenue from retail sales)
By signing up, we do not guarantee that developers will be selected for any promotional opportunities, but by opting into the program, they increase their chances of being selected.

Can I apply to join the Stars program?

When I start to participate in the Star Program, will my participation in the DevEx program continue as before?
That is correct; participating in the Roblox Stars Program will not impact your participation or eligibility in the DevEx program. These are two separate programs.
It states that as a Developer on Roblox, I own my intellectual property (IP). However, will I lose control of what I want to do with my creations I’ve developed if I sign into this program?
Does this extend to IPs created outside Roblox?
No, it does not. Only your IP on the Roblox platform.
Can I allow other people to contract my IP if I don’t grant them exclusive rights?
Once I’ve finished new projects, how should I let you know so that my Stars profile can be updated?
As far as the agreement goes, there is no need for you to inform us of new projects, unless you want to opt them out of the program – all your new projects are automatically included as part of the program. We will reach out once in the Fall and once in the Spring to collect toy ideas, this would be an appropriate time to submit ideas for your new projects!
Does the Stars Program only grant Roblox rights to my IP, or will other developers in the program be given rights?
The purpose of the program is to grant the rights to Roblox. We would not grant the rights to other users.
If I include a experience in the addendum as excluded, will it remain excluded indefinitely?
Correct, it will remain excluded, even if you update the same experience.
How do I opt-in IP that I previously excluded from the Program

Will my PII be shared? Who gets to see my information?
The information that you enter on the Stars questionnaire is only available to Roblox.
Can I list a YouTube video (or other off-site assets) as my creation?
Unfortunately, only your creations on the Roblox Platform can be included in the Roblox Stars program.
Is this related to the Roblox Video Stars Program?

What does the 5 years access to IP mean? E.g. if a user creates a new experience 4 years after leaving, would Roblox own the rights to use that IP for the stars program?
The Roblox Stars program only includes IP that you create while you are in the program. The 5-year clause means that we have the rights to create merchandise, and pay you royalties for that merchandise, for up to 5 years after you leave the program, but we may only use IP that was created while you were in the program.
Would we be able to feature merchandise created by Roblox (i.e. toys) on our website and sell it either there or through an affiliate link?
Yes! Most of the toys are sold on Amazon (in addition to retailers such as Walmart, Target, etc.). You can join Amazon’s affiliate program, and promote your toys to your fan base through Amazon.
What is the selection criteria to be selected for these promotional opportunities?
For toys, we look at various things when building out a specific toy line. The popularity of a developer is definitely part of the equation, but we also consider if there are any compelling characters or vehicles, etc. that are recognizable by the community that we can pull from the experience. We also have to look at the entire line (for example, even if you have a popular pirate, we can’t make 5 pirates – we hope you can understand). We reach out to developers twice a year to collect toy ideas during the Spring and Fall.

What is the Stars Tipalti portal?
Tipalti is a third-party payment processor that we have partnered with to process Stars Royalty payments. It is the same payment processor that we use to make DevEx payments.
How can I access the Stars Tipalti portal?
After your IP is selected for new toys, books, movies, and apparel, you should receive an email inviting you to complete registration on the Stars Tipalti portal.
To ensure that your account is set up correctly, please follow the steps below:
- Log in/register to the Tipalti portal.
- Enter your password and dual authentication information (phone number).
- After you have finished creating your Stars Tipalti portal account, log back into the Stars Tipalti portal to complete registration. You will need to complete the Address, Payment Method and Tax Form steps.
Please note, it is your responsibility to ensure that the information you enter in the Stars portal is accurate and up to date. The information you provide is used to comply with applicable laws and regulations. If there are errors or inaccurate information entered it may delay or impact your payment.
I already have access to the DevEx Tipalti portal, can I use the same portal for my Stars Payments?
No, your DevEx portal is separate from your Stars Tipalti portal. You will receive a separate invitation to the Stars Tipalti portal and it is your responsibility to ensure that you complete registration on the Stars portal.
What is the link to the Stars Tipalti portal?

I’m locked out of my Stars Tipalti portal, I forgot my password, and/ or I no longer have access to my 2 factor-authentication (2FA), what do I do?
Send an email to Starspayouts@roblox.com. Please make sure to include your username in the email. We will work to get your account back up and running as soon as possible. You may be asked to validate your identity through IDology.
What payment methods are available in Tipalti?
Tipalti offers multiple payment methods including ACH, eCheck, Paypal, checks, wire transfers. Some payment methods’ availability depends on your country, which you will be able to see on your DevEx portal once you sign up. When selecting your payment method please take into consideration the transaction fee and foreign exchange fee (FX fee) when selecting your payment method.
Additionally, some payment methods have payout limits depending on the country. You can also see this information on the payment method coverage and list of countries on the Tipalti support page.
The status of my payment says “Paid” on the Stars Tipalti portal, but I have not received my payment. When will I receive my payment?
After your Stars payment has been paid by Tipalti, there will be an additional processing time for you to receive your payment.
Please note, the processing time may vary by payment method and the country the payment is being sent to. You can reference the chart below for the estimated processing time by payment method:

Where can I see the fees associated with my payment method?
When you are selecting your payment method on your Tipalti portal, you will be able to see the fees that are associated with that payment method.
We are unable to change the fees associated with your payment. Please select the payment method that works best for you.
How much do I have to earn before I receive a payment?
You must earn a minimum of $350 USD in order to receive a payout.
I received an invite to the portal, but I didn’t get a payment yet. Why?
Likely reasons include the following:
- You did not earn the minimum $350 USD yet.
- You did not complete Tipalti registration.
What is the payout schedule for Stars royalty payments?
We will be processing payouts once a quarter according to the schedule below.

What are the differences between the DevEx program and Roblox Stars?
The DevEx program is based on the services that you provide on the Roblox platform while Roblox Stars is a royalty program based on Roblox utilizing your IP in Roblox toys, books, and media. As a result, the tax treatment for Roblox Stars payouts is different than payouts for the DevEx program.
Do I need to submit a tax form for Roblox Stars if I already submitted a tax form for DevEx?
Due to the differences between the DevEx program and Roblox Stars program (and resulting differences in income). All non-U.S. Persons who have previously participated in the DevEx program will be required to re-submit their tax forms to receive Roblox Stars payments. New forms are needed because royalty payments are treated differently than payments for services. For a U.S. Person, you will not be required to re-submit your tax forms but please review them carefully when you get access to your Roblox Stars Tipalti login.
Who is considered a U.S. Person?
According to the IRS, for U.S. federal tax purposes, a U.S. person includes, but is not limited to:
- An individual who is a U.S. citizen or U.S. resident alien (including Green Card holders),
- A partnership, corporation, company, or association created or organized in the U.S. or under the laws of the U.S.
Will U.S. taxes be withheld on my Roblox Stars payment?
Tax withholding and specific requirements vary based on whether you are a U.S. person or non-U.S. person. If you are a non-U.S. person Roblox is required to withhold tax from your U.S. sourced payouts at the statutory rate of 30% (on the gross payout amount) UNLESS you claim tax treaty benefits in which case the applicable rate that Roblox is required to withhold may be less than 30%. Please consult your tax advisor to determine whether you are entitled to a treaty rate. Additional information can be found on the IRS website. IRS Publications 515, 519 and 901 have useful information about U.S. income tax treaties and eligibility requirements.
What is a U.S. source royalty payment?
If you are a non-U.S. person, then any royalty payment you receive from U.S. sources is generally subject to a 30% withholding tax. A royalty payment is U.S. source when the intellectual property is used within the U.S.
Which tax forms do I submit?
One of the steps in the Roblox Stars payment process is supplying us with your tax-related information (requirements vary depending on the country in which you reside). Roblox recognizes these steps can be time-consuming and possibly tedious; however, these steps are mandated by the tax authorities in the countries in which Roblox operates.
Tax reporting requirements vary based on whether you are a U.S. person or non-U.S. person.
- Process for a U.S. Person
- All U.S. persons participating in the Roblox Stars program are required to submit their Form W-9 tax during their Tipalti account creation (after receiving an invite). Roblox will submit your tax information to the Internal Revenue Service (IRS) to validate your tax ID information. If U.S. tax information does not exactly match IRS records, a Roblox agent will contact you to get further information through email. Please verify this information comes from email@example.com to avoid phishing and scam emails.
If your cash earnings for the calendar year are $600 or more under the DevEx program, then Roblox reports your earnings to the IRS on IRS Form 1099-MISC. Under the Roblox Stars program you will be earning royalty income. Form 1099-MISC reporting is required once you earn $10 during the calendar year. We generally issue these Forms on or before January 31 each year. Developers will be both mailed and emailed their tax form. The forms will be mailed to the address provided on your Form W-9 and emailed to the email account associated with their Tipalti account.
- Process for a non-U.S. Person
- If you are a non-U.S. person Roblox will withhold tax from your Roblox Stars payouts at the statutory rate of 30% (based on the gross payout amount) UNLESS you are eligible for and claim tax treaty benefits in which case, Roblox will withhold tax based on the applicable rate as stipulated in the tax treaty.
- You may be able to claim tax treaty benefits by submitting either a completed Form W-8BEN if you are an individual or W-8BEN-E if you are an entity. Non-U.S. persons may be eligible for a reduced rate of U.S. tax withholding if their country of permanent residence has an income tax treaty with the United States. Find the list of tax treaty countries and applicable rates in the IRS Tax Treaty Publication identified above. The Forms W-8BEN and W-8BEN-E are used to make a treaty claim. There are several other Forms W-8. Please consult your tax advisor to determine which form is appropriate.
- If your country does not issue a TIN used for income tax purposes, you may apply for a U.S. TIN by visiting the IRS website and navigating to the section titled How do I get a TIN. Any reduction of the statutory withholding tax rate (30%) applicable to your U.S. source payments will not apply until you can provide a TIN on your tax form.
Where do I submit my tax form?
You will be asked to complete and submit your tax form on the Tipalti portal. Please do not email your tax form or other sensitive personal information to us.
What is IDology?
IDology is a third party digital identity verification and authentication tool we have partnered with to perform ID verifications.
Why am I required to complete the ID verification?
Roblox works hard to create a safe and fun environment for all of our community. In unison with that, we partnered with IDology to add an additional layer of protection for our Developers. The safety and security of our Developers is a top priority for our team.
Reasons you may be asked to complete the ID verification:
- Information changes and discrepancies
- Recently compromised account
How do I complete the ID verification?
The Stars Payouts team will provide a link for you to complete the ID verification. The link will provide step-by-step instructions on how to complete the ID verification.
You will always be asked to provide your information through IDology. Please verify that the email we reach out to you comes from firstname.lastname@example.org to avoid phishing and scam emails. If you have any concerns about responding to the email that we reached out to you from, please reach out to us from the Roblox Support page.
You will need to use your smartphone to complete IDology because the “selfie” page will not initiate on other types of devices.
What forms of identification will I need to provide?
You will be required to upload the front and back of your valid government-issued document, and as an additional layer of identification you will be asked to take a selfie.
Please take a selfie on the day of completing IDology.
I completed IDology, why do I have to do it again?
You will need to complete IDology again for one or more of the following reasons:
- The document provided is illegible
- The document provided is expired
- You did not complete the selfie section
- You uploaded a photo of yourself instead of taking a selfie the day of
The link is no longer working, I think I messed up on completing the ID verification, what do I do?

Is IDology secure?
The document and selfie that is provided and uploaded through IDology will be solely used for authentication. Your information will not be used for any other purposes. All of the information that is provided through the IDology link will be inaccessible after 14 days.
Additionally, your data is encrypted at all times as it moves around the IDology network. The method HTTP over TLS 1.2 (https) is used when the data is in transit and then it is encrypted via AES 256 at the field level before it is sent to the inside for storage.
